If you want yer A/C in summer it ain't bad idea using a HP in the winter. Besides that there are probably hefty rebates from utility on HP installs. Then there's that Hydro produces power very well in winter too and somebody should buy it. ;)

We have a 19 million dollar fish lift and we are not allowed to run it because we need approval saying that it works. The State and Feds refuse to do that because they don’t want fish lifts to work, they want solar and wind and to remove dams since hydro power is NOT considered renewable or green power.

There is also fish safe turbine blades but for the same reasons we cannot install them because they are not approved.

Those that hate dams are in the minority but they have a lot of money and influence. It really is a shame.

And meanwhile wind is killing birds, bee's, anything that flies and who knows what the reflections from fields of solar is doing to flight patterns. A world without birds is a world full of bugs. Better off harming fish, if at all. Those dams slow up invasive species of fish too.

Follow the money most likely.
