It's happening because water is limited supply in the West and there is complicated sytem of who has water rights. There is article here that explains the issue in better detail.

The gist of it according to the article is the groundwater use can affect surface water and they are curtailing ground water rights because those are "junior" to surface water rights.

Yes well I have said for years that a prepper that thinks they have acreage and a sustainable living will find out that everything they have will just be appropriated by those that don't have it.
So if the city doesn't have water and you have a working well, the well that you paid $40,000 to drill will be seized and the water from it will not be yours.
You might remember me saying that one day they will say you do not own the wind or the sun. So what that means is that one day those in power will tax your energy production from the wind and or sun because your rights to sun and wind are "junior" to the Governments rights.

I claim to know nothing about diamonds, but I remember hearing that the supply is manipulated to create a shortage in order to create value. Or, something like that. Well it doesn't matter if it is diamonds or water, or gasoline, or electricity, or hand sanitizer, or disinfectant, or masks or..... Do you remember the couple guys that bought up hand sanitizer at the beginning of the pandemic and they were accused of price gouging and demonized. I don't remember the details. Point is the only ones that can do that are those that can do that. Not the common folk.
It wouldn't surprise me that if a planet had breathable air and temperate climate but only oceans and salt water, the world would be claiming that man could survive there and make it seem that they could just extract the H2O from the massive ocean water. The point being that we don't need to go to a distant planet to conquer that problem.
I lived in Colorado for over 25 years. I grew up in Bristol, CT and now live in Bristol, CT. The reason I wanted to move out of Colorado is I thought that it was an arid area and water was going to be a problem. I chose to move back to Connecticut because I think water is a valuable precious resource and didn't want to be controlled over water.

This isn't about taking water away from farms but which farms will lose it during drought conditions. The farms with senior water rights get it first.
