Just got this 2023 quarter and was curious about the reverse side so I magnified it on my phone.

What is on the obverse ?

Is it a laminated copper coin ?

Maybe an overstrike...

It's a 2023, Washington on the front. My issue is with all the BS inscribed on this woman's blouse/dress.
