Hi I have a coal/wood boiler.new 6 chimney liner and a mano meter to watch draft.
I have no problem lighting the boiler but need some advice how to maintain a consistent
Draft/burning It is a hand stoker hand feed through the top.
Don't know what to do with the draft?
Should it be a consistent -.04 all the time?
the air intake (no Fan) open and closes as needed by water temp?
should draft drop also or stay -.04?
Any advice as I had a france belge stove and never had problems but
the volume od fire box is much bigger not sure what to do.

I assume you have a Baro Damper? Usually set the draft with a good fire going, should be around -.04, however, it will vary some with the fire, wind conditions, etc....lower fire will have a lower draft, maybe -.02 or so.

When draft goes lower than -.04 than I can not get back going without restarting.
Show the fire box be filled to top all the time?
