Most shear pins are grade 2 soft steel. Of course, you have no idea what your installer used nor, since he made them himself, if he checked with the manufacturer to see what they spec theirs at.
If unable to ID the manufacture's spec .. best to go with soft steel and see how they perform.

You should be able to use threaded snow blower shear bolts with no issues for the stoker as they are a grade 2 steel.
Are you using Sub Bituminous stoker coal from South Dakota, Montana or Wyoming?
What size of coal you using for that beautiful coal stoker?

Thanks for the replies! I usually am able to get good washed stoker coal around 1/2 inch to an inch. This year been harder to find. Smallest I can get is 3/4 inch to 1 1/4 inch. Hope to have good luck.

I would use 1/2 hard brass. If it shears often use full hard brass

I’d sooner use brass than soft steel, why would you want something that’s going to bend rather than break...Er, shear.
I could be wrong and thinking backwards but low carbon steel is not likely going to be the right choice if you want something to break under high strss

My combustioneer uses a 1/8" brass pin. Your gearbox might as well be irreplaceable at this point. If you are unsure go with the safest option first.
I saw a coffee table sized gearbox from a Cincinnati milacron extruder that grenades because a grade 2 bolt was replaced with a socket head cap screw. It was unrepairable.
