I inherited this 217 German heater stove. I need help on the operation of this stove because the flue set up is different on this stove than others. There is no damper but yet the flue goes down by the fire pot.

Welcome to the forum.
That's a very pretty stove, could you post more pictures? We can't see what you are talking about. Post pictures of the inside also.

If I'm not mistaken it's a bit burning stove. Post pictures of the back and fire pot. Somebody will come along and tell you what you got. Nice stove!

It appears to be missing the firepot. It can't be used the way it is.

You have one of the best quality stoves ever made for burning soft coal. It is missing a critical component to function and that is the fire pot.
That is the portion that holds the fire. German heaters were sold by the tens of thousands so they are a common stove. During WWI due to anti German sentiment they changed the name to, "Ideal Heaters." Same exact stove, different name.
This is what you need to do. The rest of the stove seems to be complete so you are way ahead there so contact a professional stove restoration company and let them restore the stove. They will return to the condition it was in when it was new and you can enjoy the high pleasure of coal heat in a Turn Of The Century stove. There's nothing quite like it and you will save a good deal on your heating bill.

Does anyone have a picture of what the fire pot looks like?

As William said, you could try contacting stove restoration shops, such as member wilsonswoodstoves, or Bryants Stoves, The Stove Hospital, or Barnstable Stove. They may be able to supply a firepot ?

And, if your missing the shaker handle, I did see one in this group of three for sale on eBay.

Doing a search using, "German Heater" this is some of what's been covered about it here in the past.

SWPaDon @ German Heater Model 215

Scroll down about halfway on this page.
Coal Stove Questions.

Ideal and German heaters.
Buck47 @ Burning Antracite in a Ideal Heater, #317

Many other makers had models of base heaters that can be called "down draft" in how they function, but of those I know of, they are just made for anthracite. William is using a "down Draft" Crawford now. He can tell you more about them.

And there are some members using, "mica stoves" that are down draft design. Maybe they will chime in, also.

Thanks for all your information. In doing some research on line. I have read several items about stove collectors. Is there one in this group that deals with gem city stoves?
