Jotul 507 Draft Issues

So I've been trying to get the new stove running for a couple days now and no luck. I can't seem to get any draft out of the chimney. It's 6" SS for about ten feet above about 7 feet of black stove pipe. Tee coming off the stove and goes directly up to the second floor, then once in SS I have a 15 degree offset, to a 18" straight (now diagonal), to another 15 degree offset to bring it back to vertical, then through the roof.
I've even tried putting a plumbing propane torch inside the stove to warm it up in hopes I could get the draft started - still nothing but a smokey dead mess. Using brown paper bags, birch bark, nothing seems to want to take off. Any thoughts on what could be going wrong? I'm about to yank the stove out and switch it with another old Jotul wood stove to see if a different stove will pull draft.

OK - exact heights:
- 4' black stove pipe
- 4.5' SS
- 15 degree offset
- 18" SS
- 15 degree offset
- 4.5' SS
So pretty much 16' total height. The SS was only sticking 1 foot past the roofline so I stuck some black pipe in the top just for a temp fix to make up the needed 2'. Basically a flat roof, - nothing within ten feet. Could it be as simple as needing a taller chimney? I don't have any drastic bends so I figured it wouldn't be an issue...perhaps I was wrong.

This "SS" pipe is double wall class A chimney pipe right?
Except for the pipe that extends above the roof, is any part of the chimney exposed to the cold outdoor air?

The SS is Selkirk class a ultra temp, and is all indoors except where it penetrates the roof at the top.
I did have some windows open while trying to get it going...but mostly because of all the smoke

Next I would examine closely the whole length of the pipe and chimney for any breech, possibly a clean out door open? Then check the whole thing for a blockage, birds nest in the chimney up high?
I am with Lightning check for an obstruction..just to let ya know I had a problem last yr. only to find a handful of Starlings decided to nest in my chimney and when I lit the first fire I had very little draft as I had inadvertinely CO'd the whole bunch and there carcasses were blockin my flu pipe up....it was a nasty mess when I found the poor little buggers.

Flat roof and plenty stickin out?...Wow I am at a loss here without seein your set-up....maybe snap some pics of your set-up and post so the GURU's on this site can bang there brain pans together and help ya out?...has to be a fix available!

SS/ black pipe extension has a cap up top??? For checking draw--just light some newspaper first & hold in fire box--saves on much smoke in the house--you'll see if it's drawing

OK - so I just stuck a hair dyer in the stove pointing towards the flue for about 5-10 minutes, and gave it a go with some paper. FINALLY HAVE DRAW! We'll see how this goes once its warmed up...

If no obstruction in the system, you could try a hair dryer at full speed in the stove's exit for a few minutes so you create a draft, when the chimney has warmed up a little, try the newspaper as FF said to see if the draft is on.
