First real warm day when I only heated water and fire out this morning. Should I add more air or turn water temp up

what's your current setpoint ? Its likely no one will answer with a recommendation without further information as to your current settings.

I imagine the issue is already fixed...I followed Napoleon's method here

Stoker Coal Boiler: Gentleman Janitor GJ-5, Van Wert VA-600, Axeman Anderson130 X3.
Hand Fed Coal Furnace: Harman SF3500 reduced down to 3 grates connected to its own plenum
Coal Size/Type: Rice, Chestnut and whatever will fit through the door on the Harman
Other Heating: Noth'in but COAL! Well, Maybe a little tiny bit of wood

If you are loosing the fire due to warmer outside temps giving it more air will not help. I would increase the timer frequency and/or duration. This should put a little more heat into the chimney that will create a little more draft.
