Whenever the fan shuts off after a combustion call it seems like I can hear sizzling water for a few minutes around the fuel bed area. Is it simmering water, or something else?

It is called "kettling" and is typically caused by mineral deposits. It is common and not something to be concerned about.

Ah, so it's a handfed/coal gun style thing where the hot fuel bed is right up against the boiler water :)
