Yes. When I set the operating limit to 200, nothing happens. When I return it to 180 and set the high limit single to 200, the fan kicks on.

That does sound backwards... I'm sure one of our resident AHS experts will chime in and help you get it squared away.

You need to raise the temperature setting on the single aquastat by 20°. It is killing power when it reaches the limit as it acts as over temperature safety. If it isn't wired properly it may cause the problem you describe. It should be normally closed and open on a temp rise to its set point. They can be wired normally open or normally closed, you need to look at that.

It may have been wired to trigger a dump zone.

The dump zone aquastat is a different one. It is the right side of the double.
