We looked at toekick heaters a while back. Still not out of the question.

I have one radiator and a kickspace heater under the cabinet where the sink is in my kitchen. It's worked out very well. But with a kickspace heater you only get heat when the blower is running, and it might be a bit too much. In my situation it worked out well because I didn't have a spot to locate another radiator.
