It appears to link you to a local weather station. I would assume it is updated daily by incoming info.

It is data from a government website connected with HUD. It is averaged over a number of years to my knowledge. The Chippewa Lake, OH data from a station closest to my house matches with 20 year averaged data that I found on another website for the Chippewa Lake, OH weather monitoring station. The data from this site well predates backyard monitoring stations like those seen on Wunderground.
It appears to me to all be sourced from long term official government weather monitoring sites, and not from backyard Wunderground stations, but I'm not 100% certain of this.
