why does the ash pan fill up condensation up to an1" of water, when the boiler runs on oil?

I would guess it is the water vapor condensing on a cold surface. The same vapor you see in a car exhaust on a cold day or issuing from chimneys under certain conditions.

The hydrogen in the fuel oil has water as the end product when burned.

Assuming the boiler is not leaking, you are likely running the boiler at too low of a temperature.

What are the aquastat settings and what temperature does it achieve on long burns?
