Not sure what kind of electric rates you have in Oswego NY, but here in NJ, with propane in the 3 to 4$ / gallon price range, it is actually cheaper to heat with electric then with propane. Propane only has 91KBTU per gallon, not the 138KBTU that fuel oil has, but it costs almost the same per gallon. Its a real clean source of heat, but they have pretty much priced it out as a fuel for central heating.

When we moved here 25 years ago, propane was 1/3rd the price of Electric. No one can say what electric will go to in the future, but I'll never go back with propane as my main source of heat.

As far as the boiler goes, it looks to be european, probably very well built too. From what I remember about condensing systems, you have to make sure that the return water is cool enough to allow the boiler flue gases to condense as this releases all the heat locked up in the water vapor which is considerable.
