holes in skirt of Kalamazoo Brilliant, purpose?

I see these holes in the skirt of this Kalamazoo Brilliant stove, is there a functional purpose for them?

Coal Size/Type: Nuts !
Other Heating: Oil &electric plenum furnace

My guess would be letting some firepot heated air travel up from under the skirt ????
