UL1618 Cement Board / Wall Shield and 40% Spacing Reduction From Wall to Harman Stove

I wanted to see if there would be any way I could fail inspection if I use a 1/2" PermaBase Plus Cement Board that is UL1618 and says it can be used as a Heat Shield-Wall Mount Shield and reduce clearance between walls and heating appliances by 40%? I'm looking to finally install my dad's Harman Mark III coal stove and my county inspector wants me to follow the installation manual for distance to combustible surfaces - 24" from rear, 33" on both sides, and the front requires a 16" floor pad - total spacing is approx 7 feet by 5 feet and absolutely huge. Our inspectors are busy and understaffed and so I can't get an answer, but before I build a hearth pad and install the chimney pipe, I want to make sure.
