Coal Vac Querk!!

I have 2 vacs connected to my over bin. And the filter on one, always the same one, tends to clog quickly. The other does seem to clog at all.
Cannot for the life of me figure it out!

No dirt means or proves that that one vac is simply not at all helping...

How are they plumed in?
Series?
Parallel?

I have 2 hoses entering the to side of the box side by side. Maybe a few inches apart.
