Guy at work looking to install wood insert into existing fireplace(Not Judging). I recommended that he just install a blockoff plate and connect his flue to the blockoff plate. 99% of the blockoff plates you find on the net are connected to a flex liner. He has existing tile liner now, so i dont see a need for him to line the chimney. So to my point, is it required(code) to have a liner when installing insert?

Depends...
In MA yes...
Plus it makes better draft with the new 2020 compliant stoves...
Get a smooth bore liner if replacing...

What about PA for a craigslist insert.... :) What code covers residential solid fuel appliances? NFPA?

Quick google netted some useful info. Old copy of NFPA 211.
NFPA 211_2003.pdf
.PDF | 1.2MB | NFPA 211_2003.pdf
In chaper 12 (solid fuel aplliances) connection of insert to exisitng masonry flue is allowable as long as it meets requirements of chapter 9 (Chimney connectors and vent connectors)

If it is an inside chimney the clay tile should work...
Draft should be there with a wood fire, may need to run it a bit hot...
The new 2020 code stove have cooler stack temps...
rule of thumb is 3x the area of the outlet collar is maximum tile area...
The liner will reduce the area to 1x the collar and keep the stack warmer...
