raye321, if you can reach the top of your chimney relatively easily, throw 8 red bricks (or something similar) up there, stacking them up 2 high (on the flat side) lay a small piece of plywood across there and see if you get draft. With a breeze coming thru there you will get a 'venturi effect' , and it will cure any possible downdraft. It may be just enough to solve all of your problems.
