Yes it does have a barometric damper.

I will contact reading to see if they can provide me with a copy of the manual I will also search the internet. I am sure out should not byte to hard to find. I will also talk to them about what the correct setting should be. Where would I get a manometer is that something that can be picked up at Ace or Home Depot

Your local Ace, Big Box or even stove shop probably does not carry a manometer. If you have a local Grainger store they sometimes have them in stock. You can get them cheaper online you just have to wait for delivery. Some prefer the Magnehelic gauges over the liquid style.
