Coal Not Totally Burning

It seems like my my coal is not burning up like it should. I am finding quite a bit of unburnt or partially burnt coal in my ashes. The maximum is set where is is burning about an inch to inch and a half from the edge of the grate so no hot coals are going over. Could this be a coal quality issue or do you think I should turn my combustion motor up. I have it set to about 3/4 power now. Any help would be appreciated.

Turn up the combustion blower and see what happens.

I get some unburnt pieces, sometimes they get on the sides or just don't burn (maybe not coal?)....typical.

I see some in my ashes also. I played with the air but it didn't help. One day last week I spent about 5 minutes picking it out of the ashes then realized not even I'm that cheap. I'll save the fines but ya gotta draw the line somewhere :)
