Unburned or Unburnt Coal

I seem to have having quite a bit of unburned coal being emptied into my ash pan in my Keystoker Ka6. It is not too cold yet and is running on the timer and small blower motor. It mainly appears to be on the top level of the ash like the fire isn't reaching all the way through the thickness of the coal. Any suggestions?
