Helped someone with their stoker last year with a similar problem. In their case the stove was a bit too close to the wall and they didn't have enough room to fully adjust their draft.

We measured with Manometer, couldn't get the setting we needed, moved the stove 6 inches and set draft to the proper setting and viola!

I checked with them a few weeks ago and it has been burning great ever since.

The key here is you want to SET the draft to spec, not just check the draft ;)

If this is a harman/legacy super mag then this can be attributed to a very dirty pusher block area. Most folks whom clean these don't take it all the way apart (eg remove grates, firebrick and cast iron upper inside stove and remove feeding mechanism in back) and remove pusher block completely. you should be able to push the block with two fingers back and forth. Mine was so dirty I had to use a hammer to get it out. Cleaned this area very well and sanded inside smooth and my problem went away. Mine smelled like sulfur would release mositure through dry coal to the point where it'd steam and set off CO. I bought my stove from someone who had it cleaned by a cleaning service too and they must have never taken that apart before because it was filthy
