Will not burn where there is no air available.
It’s pretty much a routine thing.
Look for small coal fines and dust that has settled through and accumulated below the No fire portion of the burn grate. That area need cleaned out for air to get to that portion.
Hint: you may leave the grate in place if easy access by removing the combustion fan and rigging a smaller tube off bigger sweeper hose. Shop vac type with the upgraded HEPA filter so it doesn’t discharge dust out the sweeper exhaust.
Without HEPA you might put sweeper outside and run hose in thru window or door and that discharge is not in the house.

NO AIR NO FIRE!
Guess I needed to also mention that there are many holes in your grate you know the air has to come thru or NO FIRE!
Another routine is that all those holes may need checked and likely need cleaned out. Just use something 1//8" and poke it thru or give it a twist...drill bit works well.
Dumping bags of wet coal in hopper speeds up the holes plugging as well.
Keep us updated Holly.
