Not always as simple as just adjusting the restrictor swing plate.
What draft reading are you getting from your manometer?
Draft reading must not go positive as that makes your stove become pressurized and that’s a very bad thing with carbon monoxide finding it’s way into the space.
Have you dumped the fines tray and have you only used coal that is not wet?
Has the stove pipe 90’s and horizontal stove pipe be inspected for accumulation of fly ash which hinders needed draft reading.
Look all these items over before ever just opening up restrictor plate that maybe could send CO into your home.
You do have CO detectors installed
to protect loved ones, don’t you??
Check all this and do come back as we do want you to get the best use out of your stoker.

I believe I've figured it out had a warped grate wasn't letting coal push up over grates correct

Fire position getting where it shouldn’t get happens from air for combustion getting where it shouldn’t.
Just a guess, but perhaps that wet coal made enough of a splash to cause that warped grate???
Hope you inspected the pusher block area for crusted fines also. Water and coal dust can harden like a cement and slow down free movement.
