Help with power vent draft on Liberty Stove

Looking for some help in dialing in an SWG power vent with my Alaskan Liberty Stove. Taking readings with a full grate and stabilized fire. I get everything all set with the rheostat and running around .03-.04 draft on manometer, damper slightly open. The issue I have is that occasionally, and more so when the stove has just fed coal again the draft shoots up, power vent speed increases, and of course my draft goes way up causing damper to open almost fully. Is this a normal condition with a power vent?

I have a channing with a swg powervent and the speed stays the same whether its on idle or full burn.
