Air flow and manometer readings on a Harman Magnum

This year my Harman Magnum doesn't seem to want to cooperate. My manometer, if read from the hole above the ash pan, is reading .06. In the 6" discharge pipe, the reading is .02. I've tried adding air by way of the combustion fan flap and/or increasing the amount of coal its pushing. I can't get much heat out of this. Double checked the chimney and its clear as well as the rest of the discharge path. What am I missing? This Magnum is also the later model with the ash chains that clean the slanted top.

Have you ever cleaned the combustion fan blades? Once dirty and caked up, you can lose most of your combustion air...

I HAVE done that however I just replaced both blowers two weeks ago. (and I just checked, all clean)
