Barometric Damper in conjunction with Power Vent

So I have an older Stoker, an Old Mill, very old and not many around. It has the exhaust on the bottom rear, and I am sure it was designed for an outdoor stack. I have been using it for a couple years with a Power Vent I had from another Stove, with a barometric Damper below where the Stove Pipe elbows into the Power Vent. I noticed today (around 40 degrees outside, a little windy) on my first fire up of the year, that the Baro setup was a little warmer than usual with a little more pressure against it than normal. Wondering if my Elbow may be clogged a bit, reducing the efficiency of the Power Vent? Thought I cleaned everything at the end of the Season last year, but now I am running, can't check the elbow. I have 1500 square foot drafty pole barn, so not real worried about CO2, just wondering about my install. I attached a few pictures to get some opinions as to whether it's set up correct, it always heats pretty well connected to an old Parragon %Timer, and Honeywell Thermostat. When I shut it down for Indian Summer, , I will make sure all the 90s are free of fly ash.
