Harmon Magnum..... ashes like to clump and hang over the grate. Draft is good, combustion fan is ok, good quality Anthracite. I run my unit continuously in my garage with the thermostat lines shorted. Is it because I am running it that way or is it something else?

Could be with it running hot. have you measured the draft with a gauge?
Sometimes if they run hot when it's really cold out, it can cause it to clink up or clump up some. also, depending on coal, too much combustion air flow, etc...
my keystoker only does it if it's really cold out and it's running full out for a long time. usually doesn't hurt anything, unless it clogs up the grates, as long as it's falling off, should be good.

Try tapering the combustion air back a whisker over the course of a few days...you do have a adjustable swing plate at air inlet, don't you?

Sometimes that type of clinkering results occurs with "red ash" coals due to their higher iron content. I agree with McG that cutting back the air a little could help. If you are using a red ash coal and cutting back the air helps, you might also consider trying a white ash (lower iron content) coal.

I do have the swing plate. I will try that. It doesn't happen all the time.

Mine does this too...I'm not worried about it. As long as there's minimal unburned coal in the ash, I'm good.
