cold basement upstairs fine need ideas
Guys other post considered a stoker stove for basement for daughterinlaw .That's a no No .No coal an dirt shes a lady .You heating guys what you sayabout oil small hot air type .Or propane .Do you duct under floor Every year this is a problem .I was down basement an tempn are 51 degrees .About one third is r 11 insulated an I will Do the rest Immediately to studding .Repeat the Upstairs is Fine . Elec bb in main bath an Cold Floor .Please some alternate heating ideas .This is family . jackTank outside no problem .

Hot air rises whether you are refined or not. Tough to get around that one. So bring in the heat from outside or go with electric BB down there. As she is a lady of refinement she can get a job and pay for the electric bills.

Ask for a copy of the last electric bill and see what the overall cost per kwh is.
Blended heating oil & keep will almost always beat propane on a BTU basis.

If she needs the heat, that seems to be her problem
I would think electric BB or wall units would be the easiest to install.
If you have your own large propane tank, you can get a cheaper price on propane. If it's their tank the second fill-up will shock you, it's a game they play.
