Low draft at idle on keystoker 90-105

At full burn I am getting .03. At idle I'm getting .01. Manual says idle should be .02 and if draft is low, I close the circle metal piece on the combustion blower. Even if I close that all the way, draft doesn't move. If you close that all the way, no air is getting in to burn your coal. Stove is in basement, chimney goes up to roof of 1.5 story cape cod.

Draft gets set at full burn only....idle is not to be counter adjusted away from your full burn draft setting.
Tightening up ALL stove body holes, replacing wore out gaskets, sealing hopper air cracks near stoker etc will make it run perfect as it possiblly can run.
