Key Stoker and Domestic Hot Water

Last year my landlord installed a Key Stoker coal/oil boiler. On the door is K-52-3. On the blower is model s55yztbb7618. I have only been using coal to heat my house and domestic hot water. When the boiler is firing I do not get domestic hot water until the boiler is back up to temp.180. This takes 1-2 hrs. The domestic electric hot water tank is shut off. If the domestic electric hot water tank is on I get hot water coming up my cold water kitchen faucet. Also the boiler temp. sometimes gets to 250 degrees when we have it set at 180. My landlord keeps adjusting valves and settings thinking each time he has fixed the problem, but it never does. Any ideas on fixing what appears to be an improper install would be greatly appreciated.

Post pics of install will help..... 250* :o Dump zone? Landlord needs to address issues.
