is coal measured in long or short tons...

Unless otherwise stated it would be a short ton. (2,000 lbs.)

reason,because i see around me in ny, them selling by totes, at 1,800lbs...long t is 2,200

Standard unit of measurement for bulk product in the US is the short ton or 2000 lbs. Not sure how far back it goes but easily 100 years. Try explaining this to your customer when asked this question. ;)

okay... looking at buying by tote or 40 lbs bags.

When I was burning Blaschak Coal it came in 1.2 tons per pallet 60 bags of 40 pounds each,
All the others I have tried from Kimmel, Reading and my personal favorite Lehigh have all come 1 ton per pallet,
or 50 bags of 40 pounds each.
