That is just 1 of the problem that absentee landlords face. I could never be a hands off landlord , i like to protect my investment.
In your case you probably could not be a landlord at all as you cannot control everything your tenant does 24/7. The excuses are endless for the dumb things they do. Once had a guy let a whole house full of very expensive cast iron baseboard freeze up and bust cuz(his excuse) he didnt want to bother me and he was embarrassed that he let the oil run out. Needless to say i was very bothered to find the place a giant frozen expensive mess. I replaced the cast iron with much cheaper finned aluminum and charged him an extra $100 a month rent until it was paid for.
Only way to be absolutely sure the property has oil is to buy it yourself and have it delivered. Most people are clueless when it come to frozen pipes and the $ damage caused by no heat situation. Gas or electric is better for rentals as the gas company wont shut off the gas even when they dont pay until warmer weather ,but gas is not available everywhere.

Even if the rental is next door it can be tough, especially if the tenant is ignorant about cold weather and heating. I know one man that was renting half of his duplex to a college girl. She went home for Christmas and turned off the heat. She thought she was doing him a favor...instead she froze the bathroom and washing machine. He did not know anything was wrong until he saw some water dripping into the basement, because all was well on his side of the building.
I gave one of my tenants a coal stoker ,he loves it!!!! house is 80 all the time.

I don't think I would want more rentals unless they were in the city with electric everything and municipal water and sewer. The average person is just too clueless about gas stoves, oil heat, septic systems, etc.

Seems the Hillier Southern Flank of Hambden's giving a good dose of road trouble..... Variable,Fine,Grainier Snow and the Frigid Temps is really trying the traction action out there today !

Just got back from fixing some busted pipes today. I have most of the rentals on purchase contracts so they dont get as much abuse anymore. The (buyer/tenant) where the pipes i fixed has to pay for repairs so they are more careful about it now .

No plans to even peek out the door until Monday...................
