As opposed to the previous President, affectionately known to many as "Dear Leader" who said he would "bankrupt" the coal industry.

Most regional steel plants' nowdays are simple 'scrap steel remelt/recycle types' and they are called 'electric arc furnaces'...no metallurgical coal is ever needed for these remelting.
To ever require coal in steel making would require a 'blast furnace' plus coke (bit coal after coke ovens) to make steel from raw iron ore and a whole slew of other minerals added in order to make "STEEL".

Of the few remaining steel plants still today, there are even damn fewer remaining 'blast furnaces' and 'coke ovens.

Besides train and barge loads of the iron ore and coal/coke there needs to be a lot of natural gas plus other minerals like limestone,etc all needing transported which gets costly when compared to remelting the very plentiful 'local scrap steel'...machines called 'car shredders' are kept pretty busy nearby most local 'electric arc furnaces for the past several decades.

BTW: In South America where there are a gigantic iron ore deposits/mine there are mega steel mills built there right beside these deposits and produce a lot of steel and for low costs.

Guess where all the old American steel mill structures and machines went...they where all 'cut up and scrapped'...although some steel production lines were foreign bought, then dismantled and transported by whatever means to the nearest harbor/port and then loaded on ocean going ships to...let's just say 'distant shores'.

Sorry to say, but I did have a 'bird's eye view' of the peak and also the slow spiral down of this once great industry during my working career. Oh, the stories I could tell...
