Coal Procurement Specification - Anthracite and Bituminous

For those of you considering buying truck loads of coal directly from a breaker you might want to write your own procurement spec.
This is a Pennsylvania state government procurement specification for Anthracite and Bituminous coals. Apparently there are still 9 Pennsylvania state facilities that burn coal. Interesting reading. Adapt the information to your needs.
