It was answered by McGiever. The claim is that it is more efficient than electric resistance heating, not that it can be compared to burning coal or any other fuel directly in terms of cost. It's just a cheaper form of electric heat in that you use less electricity for a given amount of heat.

Im really glad alot of people burn coal, I'll be delivering coal this weekend again.... and 3 nights during the week.
Having a dump truck really pays off.
