Anthracite fines?

Funny true story. In Cheswick PA under an old PPG plant coal fines were used for fill, coal fines had little/no value in the past. The fines caught fire ala Centralia PA and were let burn as the area affected was no longer used. Will try to find the newspaper article and post.
