Can a direct vent be used on a hand fired stove, like a Hitzer 5093?

I believe they are only used on stokers.

No, in the event of a power outage you lose your draft.

The stoker depend on electric to supply combustion air. On a stoker when power goes out the fire goes out.

I want it for a garage not a house so that’s not a concern for me

A garage could handle a short Class A chimney and avoid having a mechanical device that hates coal exhaust going 24-7 through it.
