You have good draft, yet the coal goes out. Look for places that are stealing that draft. Anything that leaks air into the stove above the fire pot, like a leaky air shutter or unsealed seams.

This is probably the problem. Upper air won't bring draft to the coal bed. Had trouble last year with my brothers harmon 3, as the door glass was very loose causing way too much over air to the fire. Check for leaks, by putting a flash light into the cold stove, and look for light in the bed and above. Thats were your problem is.
