Hand Fed Coal Stove: 2 Legacy TLC 2000 one in the upper and 1 in the lower part of the house
Coal Size/Type: Wood and pea, nut ,stove and egg coal

This is probably the problem. Upper air won't bring draft to the coal bed. Had trouble last year with my brothers harmon 3, as the door glass was very loose causing way too much over air to the fire. Check for leaks, by putting a flash light into the cold stove, and look for light in the bed and above. Thats were your problem is.
