Theres nothing wrong with the Dakotas... lots of wind and as cold as where I am, but a heck of a lot less people and a lot more sensible laws. ND barely has any property tax in many areas. I doubt you'd get a ticket for burning a tire outside in most areas of the state. SD is one the best states tax wise to retire in. The Black Hills and the Missouri River areas are beautiful too. But if you like being taxed to death and crowded in go ahead and move where your talking about
Its funny how very few people are happy where they live. I like where I live except for the coldest 3 months. I think I'll become a snowbird some day Just a couple states south though.

Even though he's not using it, he may just like the "look" of an antique stove in an antique house, and/or, want something as backup heat ????
Sometimes the offer of a replacement will get results, where the offer of money failed. If he takes the money, then he has to go find something antique and usable to put there. Fancy antique wood parlor box stoves are quite plentiful, look proportionally good in front of an antique fireplace, and are much easier for a stove novice to use as backup heat.
