Bi-Metallic Adjustment

I am a little confused. I keep reading about adjusting the chain for the flap damper to about 20-22 balls on the loose end. The problem is that there feels to be too much resistance at that setting with the dial set low. Is it considered normal for that flap be "jammed" all the way open with tension on the spring on a low setting or am I misunderstanding something? Thanks in advance.

mmc, YEP, that chain thing is kind of a crap shoot--on a brand new stove from the factory 22 used to be a good ballpark starting point--when the stove is cold, the flap should just be touching with pointer on ONE--right now I'm idleing at about 200* front stove top temp--pointer is around 5 & flap is just snug. I hope this pix might give ya an idea of what I'm saying

I would suggest that with the stove at room temperature and the setting at its lowest point set the chain length so the flap is almost closed. Just barely open.
