Any idea what this is?

Several years ago I found this item in the bottom of a box stuff that I picked up at an auction. Anyone here know what it's used for? It's made of steel and is about 3-3/4" long and 1-3/4" wide.

Couple of countersunk holes as if it should be screwed into wood, maybe into a wooden lever at right angles so it could be rotated. The two hooks at one end with a slot between, so with the hooks at the top it could be shoved against a horizontal cable and rotated to hook it in place, Then hang something from the single hook, like a cured ham or half a cow. But that doesn't account for the hooks/channels on the sides where it looks like more ropes or cables should run.
Well that's the product of my imagination, but the explanation doesn't hold up very well.
Number 23 stamped on it makes me think there are other sizes available. Maybe if we had a 1890 Sears Roebuck catalog we could find it.

It's only 3-3/4" long but the hooks definately do look like wire or small rope could be woven around it.

That might be the best guess yet, When I said binder previously I was thinking along the lines of something that held the rope. However if you put a rope or ropes through those four hooks on the one end it could be spun to tighten them. The large hole in the middle could accommodate a shaft to put more leverage on it to tighten. The two hooks on the other end could be used for another rope which itself would be tightened.
