Put some Pepsi or Coke in it. Shake real good, then work the cap thingy.
Will it burp?
Do not use Mountain Dew. You can shake till the cows come home, then pop the top and nothing happens. Dew is the only one not to fizz up.
Maybe a kombaucha tea jug?
OK, What On Earth Is This For?

Round two! He found some other ridiculous thing. Maybe an old phone part? It looks like wires come from under the tape and run to each of the brass caps.

He's got a bunch of really old wooden phones. I'm thinking it may be an electromagnet to actuate the ringer bells.

That was my first thought, a solenoid for an old tractor. I've seen one just like this, except it was all metal and this one has paper on the outside and on the end it looks like some kind of hard black sealer. So I ruled it out as well.
