How else does an extremely high tech fast and maneuverable warship get plunked by a slow pitch softball? Ships that size have the right of way because they just cant stop, turn, or anything else......Either the Navy didn't see them coming.......odd. Or it is total incompetence....possible after 8 years of anti military Gov.

GPS has nothing to do with it. Both of these crews should have been paying attention and failed.

Outside the ship, lookouts are typically stationed at the back and near the front on or close to the bridge. Part of the bridge watch team, their job is to constantly scan the horizon with binoculars as a backup to radar in case it misses a small fishing boat or picks up big waves in a heavy sea.
This is where the failure was...
Hard to miss a tanker...
Just like the train crossing somebody miss judged the vector and time...

That's duty #2343 ... not a top priority

The helmsman was having a coming out party and there was a backup at the only gender neutral toilet available. Sailor called the guy an idiot and he was locked in the brig as a racist.
