His legs could have been frozen to the ground in minutes. A good story to re-highlight the need to take care of your pets.

Sounds like he'll be fine.

It's a shame that a couple of $ fine is about all they can do in most places. A neighbor of mine has a duck they found frozen near a pond that now has no feet (guess it walked right away from them) & no top bill, it's doing fine living in his barn & gets along fine with the cats & dogs. In this case it was nature which is plenty hard enough without stupid people adding to the problems.
