My dad had great luck with Scott's Weed and Feed. Killed most of the weeds and the grass came in very thick.

Richard S, Burn the area down in early fall with a good broad use herbicide. Than in early spring, when ground thaws and refreezes, creates a honeycomb ice crystal surface in soil, broad cast all the new seed you like to use before crystal melts. Definitely over seed. Birds will pick at seeds, but once soil warms up during day ice crystals melt embedding seed in soil.
Grass seed will germinate in any temperature above freezing, if its a sunny area during cold early spring it will be about a week or so before you can look closely at soil and see tiny new grass coming up. let it go for a good month or better to establish root stock before mowing. can use a belly broadcaster, they will cover a 8>10 wide swath if you don't mind walking and cranking the handle. Do a little researc how many seeds per pound on internet. They usually have pounds per acre for seeding, both broadcast or drilling.
