What is the best way to remove and treat rust to stop the rust from coming back?
I'm planning to remove, treat and paint a frame. The body, frame, etc. is still attached.
Is it alright to wire wheel the flaky stuff, then treat, clean and lastly apply something like Rust Bullet?
IF SO, what treatment is best to "kill" the rust?

Not sure what your working on but as far as equipment goes kirker automotive super rust stop is a awesome product.

Permatex makes a rust stop in spray cans. have to paint after using this. No problem with wire-wheeling.

Permatex must be painted over before weather, if not it just flakes off. I like LPS3 I just did my truck again. I have bare frame that GM coating came off and is bare steel, went over it with LPS 3 and it still has not rusted. It is also good to be sprayed over tightly adhered rust. I just pressure washed my truck, let it dry overnite, and then used high pressure air to remove more stuff and just used about one gallon form the front cross member back. I cut it slightly with WD 40 to get it to spray a little easier.
