An update ...

To my prior described motion to dismiss : no response

I consider that specific ticket case dismissed.

And I called my DMV to see what my state would do if I did not pay these outrageous new toll fees ... the response: they'll do nothing

So, for residents in my state, its free basically.

I am also in the process of filing a declaratory ruling from my state for a decision for the state not to provide MA any info related to sending out toll bills and my state's DMV being able to provide car owner info just for billing purposes (they cannot).
