I don't know why Pa. is so far behind the times. You probably noticed that Pa. is the 49th state to allow semi's. We are way behind, LOL.
The bigger thing to take from the article, is the fact that the Governor thinks he is in charge. As the article says, 'If the game commission even allows it'.
My pump shotgun is plugged to a 3 shell capacity (2 in the magazine, plus one in the chamber). That's the game commissions rules.

we used to have a similar rule here....for waterfowl only 2 shots were allowed no matter what type of shotgun was used, this was a hangover from when the semi's/pumps first started turning up in any numbers and alot of people considered any advantage over a double barrel to be cheating....then they looked at the duck numbers and upped it to 5+1
